Requst for proposal

Bryant Park Corporation (BPC) is seeking proposals from qualified businesses to manage and operate a pop-up market in Bryant Park. Vendors in the market must utilize temporary structures that can be erected and broken down in the same day and all vendor structures must be uniform. Preference will be given to markets that feature a diverse range of small businesses local to the tri-state area. Some food vendors will be considered, but the majority of vendors should sell non-perishable goods.

The number and type of vendors, and the layout of the market, is variable and should be specified in the proposal. The initial dates of the market must fall between January 1, 2024 and December 31, 2025, and contracts must include at least (2) one-year renewal options. Market dates are flexible, but shall not conflict with Bryant Park’s Winter Village or other large events.  All publicly accessible portions of Bryant Park, with the exception of the lawn, can be considered by the applicant when proposing vendor locations.

BPC manages Bryant Park through a License Agreement with the New York City Department of Parks and Recreation (DPR). The market will be operated pursuant to a sublicense agreement with BPC and will also be subject to the requirements of BPC’s underlying License Agreement with DPR; no leasehold or other proprietary right is offered.  The sublicense agreement will be subject to review and approval by DPR.  Proposers should be aware that in the event of a termination of BPC’s underlying license agreement with DPR prior to the expiration of this sublicense, the sublicense shall automatically terminate and be of no further force and effect, with no further action required on the part of the City or DPR.

Proposals must include the following:

  • Proposed fee structure, including amounts payable to BPC and a budget showing projected expenses and income. Please include a guaranteed minimum payment to BPC with a base payment to BPC before the commencement of the market, as well as a final payment at the conclusion of the market.  Fees can either be proposed as a flat rate per vendor, a percentage of sales, or some combination.
  • Operation proposal, including load-in/load-out plan and schedule; site plan with vendor locations indicated; structure and aesthetics of vendor areas; staffing plan adequate to meet the demands of the event; financial management and reporting capability; measures to ensure compliance with the Americans with Disabilities Act (ADA); trash and recycling removal plan; onsite equipment storage plan.  All items sold must be Parks-appropriate and items and prices are subject to the approval of BPC and DPR.

The selected operator will be responsible for the following:

  • Curation, selection, and management of all vendors.
  • Garbage collection and disposal.
  • All garbage produced by market vendors must be disposed of in a dumpster provided by the operator (stored offsite).
  • The operator must staff porters to collect trash directly from vendors and place it in the dumpster. No vendor trash shall be stored inside Bryant Park.
  • Overnight security
  • BPC will provide their normal level of overnight security, but the operator must also provide additional security coverage to focus on vendor tents.
  • All permits (DOHMH, SLA etc.) as deemed necessary.
  • Commercial liability insurance, and any other legally required insurance, all with BPC and the City of New York named as additional insured.
  • Signage and promotion
  • BPC reserves the right to ask operator to modify or remove signage at any time.

BPC will be responsible for the following:

  • All sponsorships and pouring rights.
  • Power (no generators are permitted).

Proposals will be evaluated based on the following criteria:

  • Fee proposal
  • Market concept
  • Operation proposal
  • Experience of market operator

To further elevate the quality of Bryant Park’s free public events, Bryant Park Corporation (BPC) is seeking proposals from qualified businesses to manage and operate an outdoor pop-up food market during large events on select days between May and September 2025.

Proposals must include the following:

  1. Fee structure proposal
  2. Detailed description of proposed content and curation of market, examples of participating vendors, on-site staffing and vendor liaison, setup and breakdown procedures, storage plan for all equipment used.
  3. Comprehensive list of requirements to be sent to participating market vendors, such as aesthetic consideration, setup and breakdown procedures and timelines, sales reporting, etc.
  4. Description of proposed market structures and setup, including tents and other aesthetic additions

 

Other considerations:

  • BPC is looking for a varied selection of prepared foods, snacks, non-alcoholic drinks, and desserts to appeal to a wide range of audiences. BPC may request vendors along specific “themes” for certain events.
  • Generators are not permitted. BPC provides access to standard 120V outlets for all market vendors.
  • Proposer is responsible for coordinating disposal of all waste created by market vendors, including water, grease, and trash.
  • BPC asks that all vendors abide by NYC-mandated recycling laws and prefers if vendors compost organic waste.
  • BPC prefers that vendors use small, lightweight packaging for food to decrease space used in the park’s trash receptacles.
  • Beer and/or wine service is already provided under an existing license and should not be included in proposal.
  • Proposer is responsible for ensuring the market and its vendors have all necessary permitting, including any permits and approvals required by DOH.
  • Depending on the event, number of vendors ranges between 5-20 per discussion with BPC.
